Petitions (S.O. 219–229)
Overview
This section governs the submission, consideration, and response to public petitions to the National Assembly.
Standing Order 219 — Right to Petition
"Any person has a right to petition the National Assembly to consider any matter within its authority, including to enact, amend or repeal any legislation."

Implementation note: The system allows any person (not just Members) to submit petitions on matters within the Assembly's authority.
Standing Order 220 — Form of Petition
"A petition to the National Assembly shall be in writing and shall— (a) be addressed to the National Assembly; (b) contain a prayer setting out the request or relief sought; (c) be signed by the petitioner or petitioners; and (d) be submitted to the Clerk."

Standing Order 225 — Committee Consideration
"The relevant committee shall consider a petition committed to it and shall, in its consideration— (a) seek such written or oral evidence from such persons or organizations as it considers necessary; (b) compile a report containing findings and recommendations; and (c) table the report in the National Assembly within sixty calendar days from the time of reading the prayer of the petition."

Standing Order 227 — Response to Petition
"The National Assembly or the relevant committee shall respond to a petition within sixty calendar days of the petition being committed."
