Part XXII: Committees (S.O. 171–218)

Overview​

This section governs the establishment, composition, powers, and procedures of parliamentary committees.

Standing Order 171 — Types of Committees​

"The committees of the National Assembly shall be— (a) the Committee of the whole House; (b) select committees; (c) sessional committees; (d) standing committees; and (e) any other committee as the House may establish."

Standing Order 173 — Membership​

"The membership of a committee shall reflect the party composition of the House."

Standing Order 181 — Quorum​

"The quorum of a committee shall be one-third of the total membership of the committee."

Implementation note: The system validates that at least one-third of committee members are present before business can proceed.

Standing Order 187 — Powers of Committees​

"A committee shall have power to summon any person to appear before it for the purpose of giving evidence or producing documents."

Implementation note: The system allows committees to issue summons to witnesses and request documents.

Standing Order 196 — Committee Reports​

"Every committee shall prepare a report of its proceedings and present it to the House."
