What the System Does
The ISE Parliament replicates the core activities of a parliamentary House, including:
- Member management and authentication
- Sitting management (sessions, calendar, order paper, attendance)
- Debate workflow & speaking queue
- Motions and amendments
- Voting and divisions
- Committee meetings
- Petitions
- Broadcast/record management
- Hansard automation
The system's Standing Orders define all the rules and procedures. The ISE Parliament must mirror these rules digitally while maintaining legality, auditability, and fairness.
