What is ISE Parliament?
The ISE Parliament is a digital platform that replicates the core activities of the National Assembly of Kenya. It enables Members to conduct parliamentary business—elections, sittings, debates, motions, voting, Bills, committees, petitions, and budget procedures—in accordance with the Standing Orders (7th Edition).
What the system is supposed to do

Digitize parliamentary procedures — Support workflows defined by Standing Orders of the National Assembly.

Enable hybrid and remote participation — Allow Members to participate in sittings when not physically in the Chamber.

Maintain an auditable record — Ensure all decisions and actions are traceable, immutable, and legally defensible.

Enable public transparency — Provide read-only access to proceedings where required by law (e.g. S.O. 252).
Scope

In scope: National Assembly of Kenya—sittings, motions, voting, Bills, committees, petitions, Hansard, broadcast, and administrative functions.

Out of scope: Senate, County Assemblies, and other Houses (future extensions possible).
